We have identified an issue in Payroll relating to leavers that prevents it from re-opening after stopping. We are helping customers re-open their payrolls while we resolve the cause of the problem and will issue a hotfix as soon as it's ready.

We have a fix being tested now and are releasing this to production within the coming hours. Any payrolls that are stuck will be unblocked early morning tomorrow.
