We're aware of an issue impacting sandboxes. Customers attempting to deploy packages to sandbox environments are receiving errors and are unable to complete deployments. We've identified this as a regression introduced by a recent deployment and are working on rolling this back. We'll provide an update in 30 minutes or sooner if additional information becomes available.

Investigations have highlighted that the start time is earlier then previously understood and we've updated the posting. Additionally, we've confirmed that this issue only impacts deployments containing list views.
