[lookups] Emergency maintenance to hashed_imsi and get_country services

   Following the incident last Thursday involving hashed_imsi and get_country lookup services, we have been advised by our operator partner that they will be carrying out essential maintenance during the following period: Start time: 2015-09-01 0200 GMT End time: 2015-09-01 0400 GMT Affected services: hashed_imsi and get_country lookup services will experience up to three short outages during this period, each lasting a maximum of five minutes. Due to the short notice given by the operator partner, we are giving notice of this maintenance under emergency conditions. Please accept our apologies for the inconvenience this may cause.
