Resolved after 11 minutes, on April 20, 2017.
The issue appeared while we were relocating a database. A restart of services would not restore functionality so a server reboot was required. All functionality is now restored.

One of our database servers is currently having issues. We are working on a fix now. This does not affect all districts.
