Correction of Asterisk file permissions

Update timeline

1. scheduled Mar 15, 2016, 04:42 PM UTC

   The user ID for the `asterisk` user across our network will be changed to keep it out of the range of values considered the OS territory. The change is at https://github.com/powerhome/puppet-ctrl/pull/92. No downtime is anticipated and the change should be transparent to users.

   Scheduled maintenance is currently in progress. We will provide updates as necessary.

   Work completed. All Nitro developers must run the following command to continue to keep their local environments updated: `vagrant ssh -c "sudo service asterisk stop"; vagrant provision; vagrant ssh -c "sudo chown -R asterisk:asterisk /etc/asterisk/ /run/asterisk/ /var/lib/asterisk/ /var/spool/asterisk/ /var/log/asterisk/ /var/punchblock/record/*.wav"`. Alternatively, one may run `vagrant destroy -f && vagrant up` to start with a fresh environment.
