We've detected that newly created customer accounts after sign-up incorrectly have a Primary IP limit of 0. This prevents affected customers from creating Cloud Servers with Primary IPs. We're already working on a resolution that will fix the incorrect limit. We'll post an update as soon as the issue has been fixed.
