Github incident with webhooks resulting in Codacy not being notified of new activity

Update timeline

   Starting around 14:35 UTC we are seeing an abnormally low number of received webhooks from Github. This drop in number of received webhooks is related to "Incident with Webhooks https://www.githubstatus.com/incidents/k7bhmjkblcwp". This results in analysis not being started in Codacy until Github mitigates or fixes the incident. We'll keep updating as Github releases more information.

   Github's performance seems to be back to normal levels and we are receiving normal numbers of webhooks and performing git operations without noticeable delays. During the duration of Github's incident we did not receive the webhooks necessary to trigger new analysis. New commits might be needed if PRs haven't been analysed.

   Incident is marked as resolved on Github side and we are seeing no additional impact.
