Update timeline

    We'll be deploying a number of changes to the build services related to Precise and Trusty builds that run on GCE. We're making these changes based on feedback from GCE support; these changes will help us with growing our workload while maintaining stable API usage, and provide us with additional metrics to ensure stability. This will result in some backlog as we do new deploys. If you see any prolonged issues, please email support at travis-ci.com.
