We are continuing to investigate this issue, it appears to be related to an AWS outage currently ongoing and posted at https://health.aws.amazon.com/health/status.

As AWS services are beginning to recover, the docs page appears to be functioning normally. We are continuing to monitor.

AWS has mostly recovered at this point, and merely has some asynchronous lambda queues to process through. As the docs service continues to work well, we're marking this resolved at this time.
