We have identified an issue with some changes shipped earlier today which is causing a subset of apps not to be able to access their user lists. This prevents app admins from being able to list their users, or preview, stops @mentions from working in comments, and affects permissions (but does not allow any non-permitted users to see data they shouldn't). We are working on a fix which we hope to be deployed soon.
