This has been resolved. Quickly after a partner notified us, we reviewed and found web services to be stopped on one of the web servers. We have determined that this occurrence was part of standard nightly process that got stuck. We have since modified the process to ensure web services don't stay in a stopped stated if a failure occurs again.
