    There was an industry-wide incident from The Clearing House [0] that led to delayed ACH transfers and in some instances, erroneous returns with the return code R03 (No Account). This was due to a processing error that transformed account numbers and names of customers, leading receiving banks to initiate returns. It should be safe to reinitiate ACH Transfers which have already received returns, depending on the context.
