Our team, after working with the service provider, confirmed that the cause of the outage was a Distributed Denial of Service (DDOS) attack. These types of attacks simply use massive amounts of requests to overwhelm the network causing legitimate traffic to have no path. This lasted an hour and services have returned to normal operations.
