The affected users are able to access Play Developer Subscriptions and In-App Purchases API, but may experience delays in sending or receiving messages. Most developers are experiencing high latency with real time developer notifications.

Play Developer Subscriptions and In-App Purchases API service has already been restored for some users, and we expect a resolution for all users in the near future.
