Secondary Services and archive.eclipse.org went down.

At this time it appears that the root cause was a DDOS attack against this service. The fingerprint is requests with exceptionally large query strings which generated errors on the upstream servers and those errors were interpreted as failures by the edge router. We've added some extra rules to better handle similar apparently malicious requests and allow the edge router to return more error types to the client.
