    At around 6:15pm PT, we identified issues with users unable to access disqus.com services while using Bell Canada ISP. We are working with them to address the problem. In the meantime you can use Google DNS if you would like to workaround the issue: https://developers.google.com/speed/public-dns/docs/using.
