A new event system rolled out to use GitHub app instead of webhooks is resulting in dropped events and consequently missing PRs

The changes to the event system were reverted as complications with the Github App permissions system were preventing some organizations from sending the events needed for Codacy to detect and analyse new PRs and Commits. Testing shows this has been successful but we're monitoring to ensure full resolution.
