    Update: CF2 only, and we have confirmation from less than 10 users. Do NOT offer this report as a justification for any SMS-related problems. This affected a small number of CF2 users only. We will investigate and report.

    The root cause has been identified as a peculiar anomaly with the delegator. The CIO released a fix last evening that will prevent the incident from recurring.
