What's happening: A forwarded Azure Monitor log alert, not a live outage. The aca-pf-api-agco001-test-sdc Platform API in the test environment recorded ≥3 non-Cosmos dependency failures in 10 min (8 at alert time). This is a chronic, flapping alert in a test env — the same alert has fired ~8× in the past 2 weeks and nearly always auto-resolves in ~30 min. Most likely a recurring/flaky downstream dependency in test rather than a new production-impacting fault.
