    Operations has been alerted to Identity Cloud issues in Latin America. At this point, it appears as though the whole region was having connectivity issues and is just now coming back online.

    AWS has corrected the problem and reported the following on their status site (https://status.aws.amazon.com/#SA_block): 3:05 PM PDT We are investigating internet connectivity issues in the SA-EAST-1 Region. 3:11 PM PDT Between 2:26 PM and 3:00 PM PDT, customers experienced issues connecting to the SA-EAST-1 Region from the internet and other AWS Regions. The issue has been resolved and all services are operating normally. All services are back on line as of ~3:00 PM PDT
